The National Olympic Committee of the Republic of Belarus was formed in 1991 and became an IOC member in 1993. Until then, it was a part of the Soviet Olympic Committee.

Flag of the National Olympic Committee of the Republic of
Belarus is most likely in a 1:2 ratio to stay with the Belarus
national flag. Like other NOC flags, it is the logo on a
mono-colored background, in this case, white.

I saw a pictures of a pennant on Ebay.
First, it was the one with the symbol above. The second pennant looked exactly
alike, except the flag was the white-red-white tribar. Do
you think it was a good possibility that this was the flag for
the Belarus NOC from when ever it was founded until the [1995] Belarus
flag change?

From the 1995 flag change, until the modification of the flag in 2012, the slimmer ornament pattern was used in the NOC logo.

The flag was approved and placed into the State Herladry Register 10 November 2004, using an emblem that was entered on the same register 13 October 2004. (Source)

Flag: A rectangular red cloth with the emblem of the organization in the center. In the center (beginning from the ends of the ribbon) there is a Belarusian yellow ornament.
