From the Town website:

The Town of Carstairs is located in Mountain View County, on Highway 2A. It is 48 km north of Calgary and 241 km south of Alberta's Capital City of Edmonton. The Town comprises of 5 square kilometers. The nearest airport is the Olds/Didsbury Airport, 26 km north of Carstairs. the nearest commercial and air freight service is at the Calgary International Airport.

Carstairs was named for Carstairs, Scotland (in Lanarkshire, southeast of Glasgow), home of the Clydesdale horse.

Carstairs is believed to have been settled in the early 1880s. A survey map shows the location of the Sam Scarlett ranch with the Rosebud River and the Calgary-Edmonotn Trail crossing the land. By 1890 the railway and telegraph between Calgary and Edmonton was being constructed.

Carstairs does indeed use its flag - you can see a photo of it at tourism page (above) where it flies at the municipal campground. The flag displays a refinery, a major employer in the town, and a steer representing the beef industry. I believe the edges of the shield represent heads of wheat, the growing of which is also a major agricultural industry.

The set of the tartan in the Arms appears to be the Alberta Tartan There are tartans for all Canadian provinces and Territories (except Nunavut doesn't have one yet, and Wikipedia doesn't think Quebec has one either -- Wiki is wrong about other things, too).
