On Google Streetview, I took a look at the Oxford County Admin Building and a
few other county buildings. They seem to flying a county flag. The colours &
logo were taken directly from the county website
http://www.oxfordcounty.ca. The
standard Canadian 1:2 aspect ratio was used. The size of the bands appears to be
1/4 on top, 1/8 on bottom while the logo seems to be centred on whole flag. I'm
not 100% certain of the dimensions. I've included the
Google view of the flag
as well.

Based on this picture, I think that the upper and lower stripes are equal:

Well, they sort of are. They aren't, however, straight. On each hoistwise
edge, one stripe is narrow and the other wide, and across the flag that
gradually turns around so at the other edge it's the other way around.
