The English translation of the documents are as follows:
The Manchu Empire Imperial Family Instructions No 11 - April 25th 1934
The Imperial Emblem
We promugate with the consultation of the House of Councilors that the flower of
orchid shall be adopted for the Imperial Emblem as per attached diagram.
The Manchu Empire Imperial Family Instructions No 6 - March 7th 1935
The Emperor's Flag
We promugate with the consultation of the House of Councilors that the Emperor's
flag shall be adopted as per attached diagram.
1 The color of the field of the flag shall be yellow.
2 The color of the emblem of the orchid shall be gold.
3 The length of the flag shall be 3/2 of the width of the flag.
4 The position of the emblem of the orchid shall be the center of the flag.
5 The diameter of the emblem of the orchid shall be 2/3 of the width of the
flag.

I've seen another Manchukuo flag. It was a plain yellow flag with a gold "orchid"
flower (in French "orchidée") in its center. Maybe it was the imperial flag of
Emperor Kangte?

The flower is Chinese spring orchid which is not actually available in Manchukou
but Emperor's favorite flower then.
