Panqueba is a municipality in the Colombian Department of
Boyacá, part of the the subregion of the Gutiérrez Province. It
was founded on 23 March 1635.
The flag of Panqueba is
horizontally divided white green. On the upper stripe there is a
green inscription with its name, and the bottom stripe is charged
with 9 white stars in a single row.

web site: "The flag of Panqueba is made of two
horizontal stripes of 1.80 x 1.30 m, with the colours, from top
to bottom, meaning: - White: Peace, beauty and presence of snow
topping the cordillera; - Green: Hope in a better future, also
the greenness of our fields."
The flag would have odd proportions of 13:18. I count nine stars
on the green stripe. However, the first quarter of the municipal
coat of arms has ten stars (9 + 1), "representing
history".
