Translated from municipal web site:
"The flag is made of rectangle of 1.95 m in length and 1.44 m in height, divided by a diagonal from the lower left corner to the upper right corner. The upper triangle is white, meaning  peace, purity and honesty of the villagers, their frankness and Catholic faith. The lower triangle is red, recalling that Consacá is pinned in the pages of the national history; on 7 April 1822, the bloody battle of Bomboná took place in one of the nicest sites of the municipality. During this battle for the emancipation of Colombia, the Father of the Nation, General Simón Bolívar, together with General Pedro Léon Torres and the heroic soldiers shed their blood and gave their lives to transmit us the liberation from the Spanish yoke. Red also represents the colour of the volcanic rocks, the ripe coffee berries, base of the economy of the municipality, and the glaze and ochre used by our ancestors to decorate their ceramics.
The emblem is made of a disc of 60 cm in diameter with a blue background, on which are shown the name CONSACÁ, the active volcano Galeras and on its slopes two weapons, a rifle and a sword. The circular shape represents the consistency between past and present, linking joy, patriotism and labour, a sacred commitment for the villagers, together with the love for the place where we were born and live. The volcano is our majestuous and mighty Galeras, the still and perennial witness of our history, harbouring our municipality on its slopes. The blue background represents the immensity of our sky, the horizon point and the sidereal space over Consacá. The weapons recall us that the heroes and weapons are buried in the field of Bomboná, together with slavery."
The battle of Bomboná took place near the estate of San Antonio de Bomboná. On 7 April 1822 the Patriot army commanded by Simón Bolívar, advancing on Quito, defeated the Royalist Aragon Battalion, commanded by Colonel Basilio García. General Pedro Léon Torrs commanded the Patriot vanguard, made of the Bogotá and Vargas Battalions.
Volcano Galeras, peaking at 4,270 m, woke up in 1998 after some 40 years of sleep, and impacted Consacá in 2004, 2005 and 2008. For more information see: <www.vulkaner.no>.
