Translated from this site: "The flag origin dates before 1986, being only composed by two horizontal stripes, blue the upper and white the lower.  In 1986, the organizers of the Centennary of Toledo, heading by Dr. José Gabriel Carrillo, made a modifications in the flag making it with blue as the upper stripe and the lower half conformed by alternating two white stripes and two blue stripes. However the meanings was not changed. The blue stripe represents "our inmense heaven" and the white stripe represents the peace and the tranquility that live in "our" municipality, as general norm.  
The flag has the same dimensions as the National flag Designers: Marco Tulio Barreto G. and José Gabriel Carrillo Jaimes."
