Grevenbroich County was established in 1816 in the Prussian province Jülich-Kleve-Berg (since 1822 Rhine Province). The county merged with Neuß County in 1929 and was renamed to Grevenbroich-Neuß County and again renamed to Grevenbroich County in 1946. On 1 January 1975 the county-free city of Neuß (since 1968 spelled Neuss) was incorporated. The county was renamed again to Neuss County and again on 1 July 2003 to Rhein-Kreis Neuss (Rhine-County Neuss), in order to stress the importance of the Rhine for the county, the latter being a legal successor of Grevenbroich County. The new name was approved by Minister of Interior of Nordrhein-Westfalen on 1 July 2003.

The flag (see right image above) remained basically the same triband, but the former flag of Grevenbroich County had broader black stripes, although the ratio of stripes according to Falko Schmidt was never defined officially.
