According to §2 of Hauptsatzung of the Comprehensive Municipality of Jesteburg; version 1 March 2012 the entity just has a seal. Neither a coat of arms nor a flag is mentioned.

It is a blue over white horizontal bicolour with centred arms.

It is a blue over white bicolour. The ratio between the blue and the white stripe is estimated 6:13. On the bottom end is a black inscription "Luftkurort" (first line) "Bendestorf" (second line). The line of partition of both colours is superimposed by the coat of arms. This one is obviously made for publicity purposes. I spotted this banner on 12 April 2007.
The shield is divided per bend sinister. The dexter chief shows a golden (=yellow) sun with twelve rays in a blue field. The sinister base shows a black millwheel with four spokes and eight paddles above a blue fess wavy.
Meaning:
The sun is alluding to the importance of the climatic spa (German: Luftkurort). Millwheel and fess wavy are reminding on the old local watermill.

It is a yellow over white horizontal bicolour with the coat of arms in ist centre.
The shield is divided by a bendy wavy line. The left upper part shows three silver (=white) horseheads in triangular formation (two over one) in a green field. The right lower part shows a blue shield superimposed by a bendy sword in natural colour (silver blade and golden-brown hilt) in a golden (=yellow) field.
I spotted this flag on 12 April 2007 in front of the administration building of the municipality.

It is a red-white-red horizontal triband with ratio of stripes approx. 3:7:3.The white stripe has double width. In the centre of the white stripe is the coat of arms. It is not touching the red stripes.

It is a red-white-red vertical triband with ratio of stripes approx. 3:7:3. The coat of arms is in the white stripe and shifted to the top.
I spotted this flag on 12 April 2007 in front of "Jesteburger Hof" hotel.

In a red field is a silver (=white) castle having two towers, a gate with an open door and an ajar portcullis. The gate's base is masoned and on the base point of the shield there are silver (=white) wavy lines.
It is said, that there existed a moated castle since the early medieval in Jesteburg.
I spotted the coat of arms on 12 April 2007.
