The Police is now part of the Ministerio de Gobierno y
Policía (Ministry of Government and Police). Coat of Arms at

I've spotted the flag of
the Ecuadorian Police and it seems to be a variant. It is a grey
background with the Coat of Arms on the middle and the lettering
"POLICÍA NACIONAL DEL ECUADOR" in white capital
letters. The article is at
www.casamerica.es.
It seems that this website shows another government flag,
probably the Ministry of Interior flag (on the left).

Actually it is divided gray over black. Also the condor has
white plumage, whereas it is usually shown brown. Here is my incomplete image
To complicate things further, here is yet another variant from

(in an animated-gif slideshow) - dull bluish gray over blue, arms
etc.
An inscription below is not reproduced, but it should end with
"CENTRAL".
