In the coat of arms, the cantonal flag, probably an older
version, has only 4 little stars.

There are three available images of this flag and they all share the same
basic design: A white over golden yellow horizontal diband with a red hoist
triangle charged with several white five-pointed regular stars, one larger than
the others. The details of this design (ratio, and number and placement of the
stars) vary for each known variant.
I made minor symmetry fixes. It is 1:2 and the triangle extends to the middle of
the flag by 2/3rds of the flags’ height; on it the larger white star is
surrounded by 5 smaller ones, each placed off each of the main star’s concave
sectors; all stars are pointing upwards.

This image is a composite from two disparate
sources (apparently both on paper, although the image was digitally cleaned up
to have a flat white background) and shows the coat of arms, which include four
flags, two provincial (Carchí and two cantonal (Bolívar
itself), and above it a flat flag image for Bolívar, slightly different.
The flag shown flat above the coat of arms in the 2008 official
image online is less oblong than the others,
at around 2:3 - this may be purposeful or the result of cropping off of the fly
of a longer flag. The triangle contains six stars, all pointing upwards, the
main one only slightly larger than the rest and placed off center; the smaller
five stars are scattered inside the triangle in a seemingly random manner,
possibly matching a night sky asterism of local significance.

The flag shown (twice) as part the coat of armsin the 2008
official image online is very oblong, at
least 1:2, in what seems to be an artistic license to drape the fly ends
underneath the shield. The triangle is very narrow, less than equilateral (another
artistic license?), and shows one bigger star surrounded by four smaller ones
set in cross, all pointing to the hoist. (The pale blueish hue of the white
areas of the flag seems to be a scanning artifact - see also paper fold shadows.
The same offy white shows in some areas of the shield and contrasts with the
actual light blue of the shield’s background.)
