According to "La Voz de Galicia," the Municipal Council of Vila de Cruces has unanimously decided to start a procedure to find again the arms and flag of Cruces in accordance with the historical heraldry. I am giving below the original sentence because I am not sure to understand the real meaning of "recuperar":
Por otra parte, en la sesión plenaria se aprobó por unanimidad iniciar el expediente para recuperar el escudo y la bandera de Cruces de acuerdo con la heráldica histórica.

Nor do I – "recuperar" means "recover," so it would imply that the arms and flag had existed at some time and have been now readopted. But "de acuerdo con la heráldica histórica" means "in agreement with historical heraldry," so I guess that "recuperar" is (wrongly but somewhat pompously) used here to mean redesign.

Could it mean that some legal issue is involved? Another group of persons could have been using the historical arms of the town and might not want to abandon them. I must admit that I am not fully convinced by my hypothesis :-)

Decreto 289/2008, do 4 de decembro aprobado polo Consello da Xunta de Galicia; de sinople unha ponte de ouro a dúas augas, sobre ondas de prata e azur, sumada de tres cruces de ouro.
