This is in effect a Scottish flag with the European stars superimposed upon
it. Owing to the circular arrangement of the 12 stars, 4 of them inevitably fall
on the white background of the cross, and so do not show up very well. The main
colour is, I think, the Scottish blue rather than the European blue.
I
was told by the man from whom I bought one that they were produced in an issue
of 10,000 by a pro-independence group who paid for them by crowd-funding. I
suppose this must have been at the time of the referendum of 2016. No doubt we
shall be seeing more of them in future.

They all show a flag displayed upside-down, and it seems to be the same
flag on all of them: note that the sleeve of the flag-bearer, where visible,
looks the same.
Photo of another flag, hoisted (this time, correctly)
near the Scottish Parliament building (no date specified), can be found here:

place, can be found here:

The shade of blue is indeed that of the Scottish flag, and the stars
seem to be in gold or dark yellow, not bright yellow, so they show up rather
well. The stars' size and the diameter of circle they form seem to vary a bit;
so does the flag ratio, which still seems to be 3:5 or very close.

A flag with dark blue field, closer to that of the Union Jack, or more
likely, that of the European Union flag, was photographed in Glasgow on
2016-06-29:

The stars seem to be smaller here, and their
relative positions to the saltire suggest a different ratio, but the way it was
displayed (wrapped around the shoulders of a participant of the rally) does not
allow for it to be determined.

The message of this flag (seen at

is that Scotland is an independent country and that is part of the EU.
