It seems that the dark blue flag with modified concentric circles and cross
restored in 2020. On pictures taken after 2020, the yellow disc is charged with
concentric circles and cross again, but the cross is a narrower than it was
previously used.

The current flag of the President of Ghana, as it is being used (https://www.fmprc.gov.cn/ce/cegh/eng/sgxw/W020180417106408486936.jpg).
The star atop the gold disc is blue in same background colour as the flag
(rather than black in the initial flag). Concentric circles and crosses are no
longer present in the disc.

On pictures taken before 2020 the central disc is plain yellow without any
symbol:

The design of the flag from the 1950s is re-created here using a scan from
BR20. In this the field looks to be of a lighter blue than currently used, and
the flag contains the black star, cross, and concentric circles.

Blue with two eagles holding a disc looking like a shooting target
with Teuton cross in the middle and a black star above. Over the emblem
it is written ’PRESIDENT’ and under it in two rows ’OF
THE REPUBLIC OF GHANA’.

Smith [smi75b] says
regarding the Presidential flag:
"The flag is composed of authentic Ghanaian symbols, meaning
sovereignty, good luck and sanctity."
Therefore this “Teuton cross’ has apparently here
nothing to do with German symbolism.
The proportions are "approximately 7:12",
precisely like in the image above.

Two days ago I watched a British (?) TV documentary [Ghana: Presidential ,
from Discovery Channel, by Forrest Sawyer, 2005] made in 2005 set in Ghana,
showing a a couple of interesting flag scenes. The most important thing in this
film was some footage of an interview to President Kufuor, in his office, where
on the background was partly (but undoubtedly) visible the blue flag with large
yellow and red emblem with two eagles.
The Album 2000 [pay00]
presents a fringed national flag as the presidential flag of Ghana. Regardless
of the use that a fringed national flag may have, even if reserved in
exclusivity for the President in some situations (car flag, rank ensign etc.),
it is clear that the blue flag is in use, and it can only be the Presidential
flag (especially since it is written on it!).
António Martins-Tuválkin,

The Album 2000 [pay00] has a note
at the national flag image explaining that the presidential
flag is the same, only with golden fringe.
