The "Γενικό Επιτελείο Ναυτικού, ΓΕΝ" (English: Navy General Staff) was established by law on 21 July 1907 and organized by Royal Decree on 12 November of the same year as "Αρχηγείο Βασιλικού Ναυτικού" (English: Royal Naval Headquarters).
The flag is a horizontal background featuring the CoA composed of a cross, an anchor and a trident, featuring on top the Greek initials after its former denomination, Royal Hellenic Navy (Βασιλικόν Ναυτικόν, Vasilikón Naftikón, abbreviated ΒΝ) and above that the motto "Μέγα τὸ τῆς θαλάσσης κράτος" (English: "Great is the maritime state"), inside a shield. The color horizontal stripes are a middle red stripe with two equally sized white stripes and a blue outline, all horizontally layed and behind the CoA.
