Ustaša Youth (Ustaška mladež, UM) was the youth organization of the Ustaša movement. UM was organized in a military manner and structured territorially, as in other Axis countries. Each of the Counties (velika župa, first level County subdivision) had UM headquarters (stozer), each kotar (second level subdivision) had an UM camp (logor) and each Community (obćina, third level subdivision) had a tabor. Within tabors there were platoons and squads (vod and roj, respectively).
The platoons where organized in branches according to the age, Ustaška uzdanica for children 7-11 years old, Ustaški junak for children 11-14 years old and Starčevićeva mladež for children 17-21 years old. The elite units of the last group might have been organized in Ustaški jurišnik, that trained with weapons and even engaged in combat. The girls were organized in the same manner, but for the jurišnik they were organized in Ustaška djevojka.
Order Naredba o zastavama Ustaške mladeži, published in 1943 in the UM official gazette Dužnostnik, No. 3, prescribes a set of seven flags.

The flag of Ustaša Youth is the Croatian tricolor with the UM symbol, in black, in the middle.
The symbol of UM consists of a letter "U" and a wattle intervowen. The flag proportions were not specified, but were probably the same as for the national flag. The finial was prescribed to be in the shape of the UM symbol with the upper part of the wattle rised to spearhead shape, as for the rest of the UM flags. The flag, used to represent the organization in general, was hoisted on the UM command buildings, schools, camps etc.

The Command flag of UM is the Croatian tricolor with the UM symbol, in golden-black, in the middle. The finial is gilded. The flag is hoisted from a crossbar and fringed in gold. The spear is prescribed to be 2.20 m, while the field is 0.60 x 0.80 m.

The Headquarters flag is similar to the Command flag, but the UM symbol, finial, crossbar and fringe are silver. Above the flag is attached to the hoist a white ribbon fringed silver with silver inscription of the headquarters' name and number.

The tabor flag is similar to the headquarters flag, but the UM symbol, crossbar, fringe and the ribbon fringe are dark red, while the finial is silver. The inscription on the ribbon is dark red, with the tabor's name and number and the headquarters' name and number.

The flag of a platoon of Starčevićeva mladež is a tricolor with the UM symbol, in black and white, in the middle, In the red stripe near the hoist is the headrquarters' number and in blue dtripe near the hoist in a white shape like the shape of the wattle in the State coat of arms are set the tabor and platoon's numbers, all in black. The flag's field is 1.50 x 3.00 m in size, with a spear of 4.00 m, with a metal UM finial.

The flag of a platoon of Ustaški junak is blue with the UM symbol, in black and white, in the middle and the numerals as in the previous flag. The flag field is 1.00 x 2.00 m in size, with a spear of 3.00 m and a metal UM finial.

The flag of a platoon of Ustaška uzdanica is a red triangular pennant with a white and black UM symbol near the hoist on the obverse, and with a white, lined in black, symbol of the platoon on the reverse, where there are also headquarter, tabor and platoon numbers inscribed in the fly end. The platoon symbol is different for each platoon, and might have been "a coat of arms of the city or town of platoon's origin, the name of a UM official from that town who was killed in action and considerd a UM martyr, with the date of his martyrdom, or an image of a characteristic plant or animal (e.g. cloverleaf, daisy, dear, wolf, fox, boar, hawk, eagle, rooster, swan etc.)" [quote from the Order]. The size of the flag is 1.00 x 1.50 m, with a spear of 2.50 m with the metal UM finial. The numerals and the deer's head emblem are examples as given in the image attached to the Order.
