Lovran is a municipality of about 4,500 inhabitants, located just south of Opatija, some 10-15 km from Rijeka along the Istrian coast. Lovran is a health tourist resort with a long tradition, apparently just as old as neighbouring Opatija that started the Adriatic tourism in Austria-Hungary. Opatija and Lovran are connected with a romantic walking way lungo mare (along the coast).

The symbols of Lovran are prescribed by Decision Odluka o grbu i zastavi Općine Lovran, adopted on 28 November 1996 by the Municipality Assembly and published on 12 December 1996 in the County official gazette Službene novine Županije primorsko-goranske, No. 29.
Decision Odluka o izmjenama i dopunama Odluke o grbu i zastavi Općine Lovran, adopted on 9 February 2006 by the Municipality Assembly and published on 20 February 2006 in Službene novine Primorsko-goranske županije, No. 7, changes some rules on usage approval of the symbols and the penalty provisions.
Amendment Odluka o izmjenama i dopunama Odluke o grbu i zastavi Općine Lovran (text), adopted on 16 September 2010 by the Municipality Assembly and published on 24 September 2010 in Službene novine Primorsko-goranske županije, No. 37, amends procedural issues for the grant of the use of arms and the
penal issues.
The ceremonial flag is prescribed to be further determined "with an other Decision".
The symbols were designed by the Heraldic Art d.o.o. company, from Rijeka.
The flag is in proportions 1:2, green with the coat of arms, bordered yellow, in the middle.

The coat of arms is in a blue oval shield a white tower with a red roof on a green base between two laurel branches proper.
The arms are canting, lovor meaning "laurel" in Croatian.

Oštrić [osg02] shows symbols considerably different from those described and illustrated in the aforementioned Decision. These must be proposals that were eventually not adopted.
The coat of arms is in an oval shield a white tower on a green base between two laurel branches proper and blue and white wavy stripes in base.
