The municipality of Klakar (2,417 inhabitants in 2001, 290 in the village of Klakar) is located some 10 km east of Slavonski Brod along river Sava.
Klakar was formed in 1993 by the new territorial division, formerly being part of the Town of Slavonski Brod, at first covering a bit more territory: in 1997 two settlements closest to Slavonski Brod, Gornja and Donja Vrba separated to form the municipality of Gornja Vrba.

The symbols of Klakar are prescribed by Decision Odluka o donošenju grba i zastave (općine Klakar), adopted on 12 December 2001 by the Municipality Assembly and published on 15 March 2002 in the County official gazette Službeni vjesnik Brodsko-posavske županije, No. 3.
The symbols are described in the Municipality Statutes Statut općine Klakar, adopted on 31 January 2006 by the Municipality Assembly and published on 14 February 2006 in Službeni vjesnik Brodsko-posavske županije, No. 1. This is repeated in the current Municipality Statutes Statut općine Klakar, adopted on 13 August 2009 by the Municipality Assembly and published on 14 September 2009 in Službeni vjesnik Brodsko-posavske županije, No. 12 (text).
The symbols were designed by the Heraldic Art d.o.o. company from Rijeka.
The flag is in proportions 1:2, red with the coat of arms, bordered yellow, in the middle.

The coat of arms (municipal website) is prescribed as "... in a semicircular shield on a silver field standing on a green mount a Croatian border guard, with a black hat with white feathers, a blue uniform, white trousers, black boots, a red cape, holding in his right arm a flint rifle, and in his left arm the handle of a sword hanging from his belt".
The bordering river Sava is also the state border, and has been so for ages; the border guard shown in the coat of arms recounts on this tradition during the period of protection from the Ottoman Empire.

The ceremonial flag of Klakar (photo) is a dark red gonfalon ending triangularly with golden fringe with the coat of arms in the centre the municipality name in two arches above and an oak and a linden branch in saltire below.
