The Croatian symbols in use between June and December 1990 were prescribed in Constitutional Ammandment No. 46, adopted on 25 July 1990
1. The coat of arms of the Republic of Croatia is the historical Croatian arms, which consists of 25 red and white fields.
2. The flag of the Republic of Croatia consists of three colors: red, white and blue, with the historical Croatian coat of arms in the centre.
3. The form and description of the historical Croatian coat of arms, the flag, as well as the words of the anthem of the Republic of Croatia and the usage of those symbols of the State shall be prescribed by the Law.
4. Item 1. substitutes Article 6, Item 2. substitutes Article 7, and Item 3. is a supplement to Chapter I of the Constitution

The flags made in the early days of independence were red-white-blue tricolours with a red-white checky shield of 25 pieces. The flags were in 1:2 proportions or very close. Examples of such flags are given below.

The flag with the coat of arms starting with a white square could be seen in Croatia relatively often. It was usually preferred by the supporters of right-winged political parties, but not necessarily claiming the Ustaša heritage. The flag was also quite often used by Croats in Bosnia and Herzegovina, as kind of a "All-Croatian" national flag - that is neither the flag of the Republic of Croatia nor the flag of former Herzeg-Bosnia. This flag is not equal to the Ustaša established flag of Croatia, since it does not include the party's symbol in the canton. However, unlike other flags shown in this page that are politically unbiased, this one conveys a clear political message.
