About the flag

The Province of Bali has its own flag. It is of a mere light saffron background charged with the province's coat of arms. Please note that although I have no information regarding the status of this flag, I strongly suppose that it is a government flag, since---as other Indonesian provincial flags---it is displayed inside the governor's office and local parliament building. It is clearly not a de facto civil flag.

Coat of Arms

The face on the coat of arms is a highly stylized 'barong', a traditional mask in Bali. Whenever you go to Bali, barongs are everywhere. The base ornaments consist of a lotus with two leaves and two kipas (hand fans). Together with the temple, they show Bali's proudly ancient culture.

I'm not sure, but these could be flags of Bali regencies (sub-provincial entities) from 2017.

This photo here is of NGOs that operate in Bali. KONI BALI, for example, is the NGO that focuses on sport development in the province and is the provincial arm of the National Sports Committe of Indonesia (KONI).

Flags before Indonesian Independence

http://www.hubert-herald.nl/IndoBali.htm show the Bali flag that is in FOTW and say that was adopted after 1880, probably 1908. This is not possible because this flag already show in Sternberg dated 1868. I'm not sure of the colors: red and white are corrects for sure but with different arrangements due to lack of regulation; but dark blue can be black, because nationalists Balians claim that the red, white and black are the national colors. The colors mean the hindu Trinity: Siva, Vrahma and Vishnu.

Is it possible that different flags were used for the "Bali-Lombok" group and for the island of Bali?

I dont know. I need to study the history of the kingdoms of Bali, I have recorded two books about (A Short History of Bali_ Indonesia's Hindu Realm from PDFDrive.com and THE DUTCH CONQUEST), but lack time [to look further]. But is possible that any kingdom extended its rule to Lombok, while other (or others) governed the remaining Bali island. There's a flag labelled as Bali-Lombok that is R-W-B-W-R, colors also attributed to a the Hindu Trinity.
