Finally, I found evidence for the existence of the flag of the Borough of
Douglas, Isle of Man. In the Minutes from 14.04.2004 there is a story that their
sister city, Ballymoney Council, requested a borough flag for the (then)
incoming Ballymoney Twinning Festival of Sport, to represent Douglas. The
council decided to send two flags. From the two texts (pages 9 and 12) it seems
that the (Corporation) flag is blue with borough crest on it. The document is
