Bracciano is a small municipality of around 18000 inhabitants in the province
of Rome near Lake Bracciano, also known as Lake of Sabatino. According to some
information that has reached me, this flag derives from that of the Province of
Rome. You can see that the mayor of Bracciano is also holding a variant with the
town's coat of arms on it which depicts an arm holding a rose.
An image
of the flag at

The presented image, although indeed claimed by Italian Wikipedia to display
the flag of Bracciano:
https://it.wikipedia.org/wiki/Bracciano is actually a generic Web image,
meant to serve as a Web page button.
Also, in comparison with the flag image
from the CISV website:
http://www.cisv.it/rosso/bandiere3.html (image:
http://www.cisv.it/rosso/braccianos.gif) the colors are reversed. The flag
photos available online:

These photos clearly reveal this
error, as well as the fact that the shade of blue is indeed a lighter one and
the other color is closer to magenta than red (compare with the mayoral sash in
national colors). The municipality also has a gonfalon, the shape of which may
vary and which is sometimes used jointly with that of the province:
