The city emblem was re-adopted on Apr 1st 2005 but no flag law.
The blue flag charged with the white city emblem in the center. The flag
proportion 2 : 3.
The city emblem is stylized kanji 石 ISHI and moon, star and the sun inside. It
represents the limitless development of the city and the harmony and the
solidarity of the citizen.

The flag of the city of Ishinomaki is already reported, but for me flag is
more purple than blue. Do you agree?

I checked Ishinomaki city flag law adopted on Apr 1st 2005 by city Notice No
1. The law says the flag has a purple color (not blue) with a white city emblem
in the center. The flag proportion is 2:3. The diameter of the emblem is 3/5 the
height of the flag. So your image is acceptable and to be updated.
