The prefecture emblem and the flag were adopted on Nov 13th 1991 by Notice No
1232. The blue flag has a white prefecture emblem in the center. The emblem
depicts a white rose bud which represents spirit of innovation, creativity.
Saltation and development of the prefecture ahead of new times. The flag
proportion is 2: 3. The height of the emblem is 127/200 height of the flag. The
length of the emblem is 120/300 height of the flag.
