White coat of arms on orient blue field. Stylized ornamental top of railing of Nihonbashi bridge and Kyobashi bridge located in Chuo-ku. From the past time the bridges are said to be birth place of culture and economy and also a symbol of communication and transportation. The small disc in the center indicates Chuo-ku is located in the center of Tokyo as well as that of Japan. Coat of arms adopted 31 July 1948. Flag unlegislated.

Nice work. I assume you are drawing images based on various picture shown on local government website. Light ray might influence the color so called shot-silk effect.
Municipality which does not have flag law tends to use variant flag (with different field color). They are allowed to do that.
Any way I will check updated flag law of each municipality of Tokyo and ask them what flag to hoist right now by telephone. Let me take some times to contact them. Please be patient for a while.

According to Chuo ward, they have no flag law. So there are some variation on field color but the flag color which now they use is this: http://kissashitsu.seesaa.net/archives/20090107-1.html
