According to prefecture website (translation
informed by brief English description at symbol page),
the emblem symbolises the waves of the Pacfic Ocean, representing the
prefecture's attention to international relations, using stylised
hiragana¡ (あいち Aichi). The emblem was chosen
from 1600 entries to a nationwide competition.

The prefecture emblem was adopted on Aug 15th 1950 but there is no flag law.

Aichi Prefecture Fishery Inspection Vessel Ensign was adopted on Nov 21st
1958 by Notice No 245 which is white ensign with kanji 水 mizu = water in red
towards fly from the center and right hoist.

Interestingly, I found an an order
from 21 November 1900 regarding a 2:3 white flag with a red
six-armed cross, to be used by vessels undertaking work for the Aichi
Prefecture Fisheries Research Organisation. On the diagram, it is
described as white with a red kanji (㽥, water), being the
initial character of 水産 (Fishing/Fisheries).
