The emblem is in the shape of a plus sign with very rounded ends, with a thin
line across the bottom arm, starting at the top left of the arm and curving
slightly downwards.
The adoption of the emblem (first link above) is dated 21 September 1971.
The design, by a Mr 安藤 of Nagoya, was chosen from 480 entries from the general
public. Designed to look like the hiragana さ of Sagara, it
represents growth/advancement making great strides on a grand scale, strongly
facing the future, and harmony of villagers joining together. The cut across the
bottom arm is for the Kawabe River which flows through the village.

The village emblem was adopted on Sep 21t 1971 by Notice No 11 but there is no flag law.
The blue flag has a white village emblem in the center.
The village emblem is a stylized hiragana さ Sa of Sagara.
The lower part symbolizes River Kawabe.
It represents the village’s exponential development to the future and the village people’s reconciliation.
