For the current flag, it was designed based on the updated Brand Guidelines where the logo colors and font was updated. While the main logo and logotype (Serpentine Bold font) did not change, the "program name" is now using Ubuntu Italic (colored Pantone 148) and the use of the element "Dynamic curve" to make the branding stand out.
As for the flag itself, the logo is put on a white background. It is of note that the organization was originally foundeded as Special Olympics Japan in 1980 and went to its current name in 1994.

The prior flag of the Special Olympics Japan was an older logo on white. According to a logo sheet I found, the logo was Pantone 327 and the logotype is Pantone 485. The "program name" was set as "Times New Roman
Bold Italic" and set in the same sea-green color as the main logo.
