The City Flag
The flag of Anyang City contains blue - the color that symbolizes peace and comfort for Anyang citizens- and white - the color that symbolizes purity and innocent minds of Korean. The white circle over the blue background symbolizes the shining sun and the unity of citizens; and the two intertwining ovals on the round circle are the symbols of hopeful progress towards all directions and modernization of cultural exchanges.
Dov Gutterman, 29 December 2002
The flag is also reported with the name in Hangul characters:

http://www.sulki-min.com/wp/the-flag-of-anyang-kr/ states:
The Flag of Anyang, 20/10/07–18/11/07 (2007), commissioned for Anyang Public Art Project
2007, directed by Kim Sung Won (Pyeongchon New Town, Anyang, 18 October–20
November 2007). Digital printing on fabric, dimensions variable.
This temporary flag of Anyang was made to replace the city’s official flag at certain
places–from streets around the Indeokwon Intersection to various spots in the
Pyeongchon area–for the period of the Anyang Public Art Project 2007. A flag
often expresses the ideals or visions of the organization that it represents.
Our temporary flag, to the contrary, is based on fact – it is a chart that shows
how the city’s land is used for different purposes. As a foundation for human
community, land has traditionally played a significant part in shaping and
representing national or regional identities. The Flag of Anyang,
20/10/07–18/11/07 clears of any mythic notions attached to the land, and reduces
its meaning to utilitarian values."
