According to the Korea Post's website, the flag was used (officially)
between 1900-1905.
On the design: It is simply the Korean Hangul syllable 'u' 우 (sometimes
romanized as 'woo') and is an abbreviation of 'ujeong saeup' which is Korean
for "postal service".

The postal flag was adopted in 1884 which is mentioned on the stamp in Korean calendar year.
