Kupiskis (Kupiskis District) - field divided per fess blue and
golden, above halves of wavy silver bend and wavy silver sinister
bend, below three crossed silver bundles of flax. Flag
proportions 5:6, free edges bordered with blue and golden rope,
finial is a golden knob with two rings and blue and golden bands
having golden tufts. The wavy bends symbolize the location of
Kupiskis at the confluence of the Levuo and Kupa rivers. The
three bundles of flax originate from the former arms of Vilkmerge
district and represent the traditional business of linen making.
