On 2017, Feb 28th, a flag was presented in addition to that of Mali during the
establishment of the "Interim Authorities of the Kidal Region" ("Autorités
intérimaires de la Région de Kidal"). In the first attached source in French,
the text says "(...) presence of bizarre flags in addition to that of Mali
(...)" while the title says that the "Malian flag cohabits with that of Azawad".
The flag seems to be a variant of an horizontal similar flag of the MPLA
(for "Mouvement Populaire de Libération de l'Azawad" = Popular Movement of
Liberation of Azawad). MPLA was, until 1991, the former name of the MPA but it
seems to have been recreated as a splitting group circa 2015. MPA is a moderate
Tuareg movement and seems to be the only one to have accepted to participate of
the establishment of the new regional authorities.
It is unclear for me 1. if the flag is horizontal or vertical, because of the
position of the star, 2. if it is the flag of a branch of the MPA that the Kidal
authorities also uses.
