Instead of the municipal name arched over the eagle, the motto "HORIZONTE DE POSIBILIDADES" is used.

The coat of arms was selected by a majority vote from the Municipal Council on 22 November 1995 after a contest;
the adoption of the coat of arms took place only months after its municipalization on 29 June. The contest itself had
more than 60 participants, with the winner being Laura Wong. The coat of arms depicts an eagle with its wings spread
and has the municipality's geographical elements within it.
According to the Encyclopedia of Municipalities and Delegations
of Mexico, the five feathers on the eagle's neck supposedly allude to the number of municipalities in the state (now 7);
these feathers are designed in a pre-Columbian way. Rosarito is the central feather. The laurels are for victory in becoming
the fifth municipality of the state; the date 1995 in the red ribbon is the year of municipalization and is tied around the
eagle's body, symbolizing the support it will have even after municipalization. Within the shield, the ocean, sun, and the
hills of La Mesa and El Coronel are depicted. Finally, the municipal name and state initials are arched above, while the motto
of "HORIZONTE DE POSIBILIDADES" arched below means that the municipality is a "horizon of possibilities that
moves rapidly towards the future full of achievements and success of which all inhabitants of the municipality are part of."
It appears the motto was added to the coat of arms after its selection in the contest.
