It is a typical Portuguese communal flag, with the coat of arms centred on a field quartered of red and yellow.

Coat of Arms

Shield Or semy of olive twigs Vert fruited Sable, a fleur-de-lis Azure, base of cobblestones Gules masoned Argent. Mural crown Argent with three visible towers (village rank) and white scroll with inscription in black initials: "SANTA VITÓRIA".
Meaning:
The fleur-de-lis is referring to name and origin of the commune. The twigs are representing agriculture, especially the cultivation of olive trees. The base is referring to the past of the commune and a Lusitan castle, which existed since post Roman times.

Shield Or, two paly shortswords Gules between two baker shovels Azure in saltire on chief and a sheaf of four wheat ears Vert on base. Mural crown Argent with three visible towers (village rank) and short white scroll, in Bérnard Guedes style, with inscription in black initials "MOMBEJA".
