It is a typical Portuguese communal flag, with the coat of arms centred on a plain yellow field.

The arms are Sable an olive tree Or fruited Argent and on a base wavy Argent two barrulets wavy Azure. Mural crown Argent with three visible towers (village rank) and white scroll reading in black upper case letters "OLIVEIRA DO DOURO - CINFÃES".
Meaning:
"Oliveira do Douro" means exactly "Olive tree on the Douro", the latter being the local river symbolized by the base, and thus the tree and the wavy base make these arms fully canting.

Oliveira do Douro Commune is one of the 14 communes of Cinfães Municipality (q.v.); it had 1785 inhabitants in 2001 and covers 12,40 km².
