It is a typical Portuguese communal flag, with the coat of arms centred on a plain yellow field (village rank).
I spotted flag and tapestry displaying the arms in the local administration building on 1 October 2013.

Meaning:
The belfry is the tower of the local church.

Escalos de Cima was one of the pre-2013 communes of Castelo Branco municipality. it had 938 inhabitants in 2011 covering 15.4 km². The commune was renamed several times as follows. Callos de Sima (until 16th century), Caldas de Cima (17th century), Escalhos de Cima (18th century), Escallos de Sima (19th century) and finally Escalos de Cima (since 20th century).

Shield Argent, a column's stub Azure flanked by two olive branches Vert fruited Sable, in central chief an orbicular cross Gules. Mural crown Argent with three visible towers (village rank) and white scroll with inscription in black initials "LOUSA - CASTELO BRANCO".
Meaning:
The name "Lousa" is derived from "Lousial", the name of a very old settlement, near by was a pre-Roman necropolis. According to other authors the reason was the abundance of local materials, such as slate (Port.: lousa), which was used to cover the roofs of houses and mortuary chambers, and sticks, which were used to catch birds. The column is alluding to local archaeological excavations, the cross to the Order of the Templars.

Lousa Commune was one of the pre-2013 communes of Castelo Branco Municipality; it had 621 inhabitants in 2011 and covered 35.8 km².
