Shield Sable a cross couped Argent with three acorns Argent off each of its tips, all between four sets of three fleurs de lis Argent, each set of the chief set per chevron and each set of the base set per chevron reversed. Mural crown Argent with four visible towers (town rank) and silver scroll reading in black upper case serifed letters "SANTO ANTÓNIO - LISBOA".
Meaning:
These arms are partly canting, as the acorn cross is the heraldic attribute of Saint Anthony of Lisboa and Padova, here rendered in the black and white colours that become one of the symbols of Lisboa itself, aptly given to this very central commune.
The choice of four visible towers for the mural crown is not unheard of, and indeed seems to have become the established practice of the CHAAP in recent years for communes located in city-rank municipalities and which cannot be nominally subsumed to any distinct settlement, being rather city boroughs of more or less recent creation — as is the case here.
That case is simply not covered by the relevant legal text (should be in art. 13th here), a token of how incompetently it was penned (by this fruitcake here); however, a mural crown with four visible towers of equal size, as shown, is prescribed (§ 2.d here) only for municipalities with its capital in a town — a completely different case.

Shield barry wavy of Azure and Argent (according to Sérgio HortaAzure ten barrulets wavy Argent), two books Argent tied Gules and enveloped Or, in chief a golden leopard armed and tongued red, holding a palm leaf Or in his right forepaw, in base two stamp pads Sable tied Gules. Meaning:
The barry wavy shield is symbolising the riches of water in the commune (Mãe-de-Água nas Amoreiras). The leopard is an attribute of the martyr St. Mamede, patron saint of Longos Vales. The books are symbolising the many higher education schools in the commune. The stamps are referring to the National Printing Press.
