It is a typical Portuguese communal flag, with the coat of arms centred on a field quartered of purple and white.

Shield Argent, a grapevine Purpure leaved Vert at dexter, a corn cob Or leaved Vert at sinister, in chief a heraldic rose Gules seeded Or and barbed Vert, in base an olive branch Vert fruited Sable. Mural crown Argent with three(village rank) visible towers and white scroll with inscription in black capitals "VILAR SECO - NELAS".
Meaning:
The rose might be an attribute of Our Lady of Hope, the local patron saint.
