It is a typical Portuguese communal flag, with the coat of arms centred on a plain field.

Shield Sable, between two bars wavy Azure fimbriated Argent a castle Or with three embattled towers masoned sable with port and windows Gules and flanked by two paly keys, an Or one at dexter and an Argent one at sinister. Mural crown Argent with three visible towers (village rank) and white scroll with inscription in black initials "CASTELO DE PENALVA".
Meaning:
The keys are an attribute of St.Peter, the local patron saint, this time in an unusual configuration (mostly they are crossed per saltire). The castle is a canting element.
