It is a typical Portuguese communal flag, with the coat of arms centred on a plain purple field.
Source: I spotted this flag on 29 September 2013 in a polling station in Penalva do Castelo.

Shield Purpure, in chief and fess divided by a bar wavy Argent, each charged with a barrulet wavy Azure, between the bars a bridge Argent masoned Sable with two arcs, above a couped cross of Jerusalem Or. Mural crown Argent with three visible towers (village rank) and white scroll reading in black upper case letters "TRANCOZELOS".
Meaning:
The bridge is taken from a communal ex-libris, the cross of the Order of the Holy Grave (Port.: Ordem do Santo Sepulcro), shaped like a Jerusalem cross, is reminding on the monastery of Santo Sepulcro, the base wavy makes a connection to the municipal arms. The purple colour is symbolising nobility and furthermore alluding to local wines.

Trancozelos is one of the 11 communes of Penalva do Castelo municipality covering 5,16 km². It had 269 inhabitants in 2011.
