It is a typical Portuguese communal flag, with the coat of arms centred on a plain red field.

Coat of arms

Shield Argent, five lozenges Gules ordered 2:1:2, the central lozenge is charged with a Maltese cross Argent. Mural crown Argent with three visible towers (village rank) and white scroll with inscription in black capitals "FREGUESIA DE PORTEL".
Meaning:
The cross is alluding to the Knights of the Hospital of St. John in Jerusalem.
