It is a typical Portuguese communal flag, with the coat of arms centred on a plain white field (village rank).

The arms are Azure two sighthounds Or affronty collared Gules and in chief a fleur de lis Argent. Mural crown Argent with three visible towers (village rank) and white scroll reading in black upper case letters "FREGUESIA DE SOBRAL DE MONTE AGRAÇO".
Meaning:
I have no information about the arms. Perhaps the dogs are the same as those on the arms/flag of nearby Alenquer Municipality, chosen for the ancient Western Alan kingdom (as in Alan dogs, see alsohere.

Sobral de Monte Agraço Commune is one of the three communes of the syonym municipality (q.v.). This commune had 2937 inhabitants in 2001 and covers 8,40 km².
