Setúbal City - full name: União das Freguesias de Setúbal (São Julião, Nossa Senhora da Anunciada e Santa Maria da Graça) - was established in 2013, when the former communes Nossa Senhora da Anunciada (bigger western half of the city), São Julião (central part) and Santa Maria da Graça (eastern part) merged. It had 38 098 inhabitants in 2011 and covers 31.9 km².

São Julião Commune was one of the pre-2013 communes of Setúbal Municipality; it had 16 740 inhabitants in 2011 and covered 4.1 km². São Julião in 2013 was joined to two other smalli urban communes that made up Setúbal city (communes of Nossa Senhora da Anunciada and of Santa Maria da Graça) to create the new Setúbal (São Julião, Nossa Senhora da Anunciada e Santa Maria da Graça) United Commune, which takes up the western half of the city (and some countryside - São Sebastião does the same at the east).

Shield Argent, a ship - the ship is shown not issuant from the wavy base, but upon it, an arrangement not unusual in Portuguese local heraldry, namely Lisboa itself, though not any less wrong for it. It is termed to be specifically a canoa do alto, the kind of detail that goes against the spirit of the law - Sable garnished Argent and Gules with masts and rigging Sable and with sail Vert sailing upon a base wavy Azure charged with a barrulet wavy Argent, in chief a Marian crown Azure gemmed Or. Mural crown Argent with three visible towers (village rank) and white scroll reading in black upper case letters "SETÚBAL - NOSSA SENHORA da ANUNCIADA".
Meaning:
The crown is an attribute of Our Lady of Annunciation, name giver and probably also local patron saint of the commune.
