Shield Or, a bar wavy Azure charged with a barrulet wavy Argent, in chief a demi scissor Gules superimposed by a palm leaf Vert, both crossed per saltire, in base a watermill's wheel Sable garnished Argent. Mural crown Argent with three visible towers (village rank) and white scroll with inscription in black initials "NEIVA".
Please note that WIKIPEDIA displays arms with different inscription in scroll in minuscules: "São Romão de Neiva".

São Romão de Neiva Commune, or simply called Neiva, is one of the 27 communes of the Viana do Castelo municipality (q.v.); it had 1225 inhabitants in 2011 and covers 6.6 km².
