Shield Azure with base wavy of Argent and Azure, issuant from base a traditional Port wine barrel cargo Douro river ship Or rigged Argent with barrels of the same, on dexter chief a horn Or, on sinister chief a crescent recumbent of the same. Mural crown Argent with three visible towers (village rank) and white scroll reading in black upper case serifed letters "VILA NOVA DE GAIA - SANTA MARINHA".
Meaning:
The arms in use have some details not matching the rules of Portuguese communal heraldry (see below). These proposed arms have a plain white sail without inescutcheon. The hornblower with horn and tower, taken from the municipal arms of Vila Nova de Gaia, is reduced to his horn, and the crescent recumbent here is replaced by a crescent waxing. Finally the base wavy has the usual colours blue and white, here a representation of the Douro River. Name giver of the commune is St. Marina of the Sacred Waters, also known as Marina of Ourense.

The golden and blue waves, as opposed to silver and blue, usual for rivers, might refer to the incorrect but very popular etymology of the local river Douro - as "de ouro" / "d´ouro" = "[made] of gold".

The yellow flag had been drafted by CHAAP on 22 July 2004, but was never approved officially. The bordered flag and its corresponding arms were adopted by the communal government in or before 2007 but never approved (or even submitted) to the CHAAP for official approval. As such it is not mentioned by Sérgio Horta.
I do not know what this was not yet submitted. A bordered flag can´t be accepted for a commune - but is this what´s keeping it from being approved? That would be unlikely, communal and municipal governments are sometimes stubborn about heraldic details, it would be the 1st case, I think, of a flag causing a fuss.
