Description of the flag

 The flag is shown at https://geraldika.ru/s/42314. It is a banner of arms, above a green field an inverted triangle, bearing golden sunrise with expanding rays in red and yellow; the top of the inverted triangle adjoins the top of a white triangle, with a blue triangle inside it; on the hoist green field by three golden ears of wheat growing from one stem, on the fly green field a golden oak branch with three leaves.
