Kyzylsky District is an administrative and municipal district in the Tuva Republic, Russia. It is located in the center of the republic. Its administrative center is the urban locality of Kaa-Khem.
The flag of the region is a banner of arms, described as:
In a diagonally divided scarlet (red) over azure (blue, cyan) field, a silver wire pendant “Turya's head” (resembling a head with twisted horns in outline), accompanied below by a black square bordered silver.

The previous flag of the region was a banner of arms, described as:
An azure field bearing a stylized ornament in the upper hoist in the form of a semicircle in the upper part, the richness and diversity of the plant world is depicted, in the lower part the name of the Kyzyl kozhuun on a yellow background in the form of a towel with ears of grain, instead of tassels. Two wavy lines at the bottom of the circle depict the Serebryanka River. The central part schematically depicts coal and an excavator, which extracts it, as the main source of the kozhuun industry. The silver horns at the top of the coat of arms symbolize animal husbandry.
