Here is news from Geraldika.RU about Kirov Region, as projects of flag and arms of the Kirov Region are being considered (25 Apr 2003):
The flag of the Kirov Region represents the rectangular cloth divided into three horizontal stripes: white, green and dark blue. In the centre of white color the heraldic shield of the arms is placed.Jens Pattke, 27 Apr 2003
These projects were approved on 2003.06.26 and are now available
on line.
The Regional official website itself is also decorated with a nice image
of a flag-like ribbon fluttering in background (see
these
three
examples).
These ribbon images, as well as photos of the real flag flying, prove that
the shades of blue and green are regular ones, not the dull darkish
hues used for the official
image on line (where one can sniff the stench of thoughtless CMYK or PMS
conversion to RGB).
