This region for the Khanty and Mansi peoples (who are also
known as the Ostyak and the Vogul) was established in 1930.

The name change from "Ostâk-Vogul" to "Qanty-Mansi" ocurred
in 1940.10.23. Tyumen Region (including Yugra
and Yamal) was detached from
Omsk Region in 1944.08.14.

The white element at the upper hoist is a highly stylized crown, I believe.
The same appears in the Tyumen Region flag.

The law says that the flag is a «rectangular field
with a rectangular projection in the fly». Very strange form.

The law says that the «Distance from hoist to the
centre of emblem : whole length = 3:4». I think it is a misprint, probably
must be 1:4.

I think you’re right: 3:4 would put the emblem in the upper fly…

According to the law approved in 1995.09.20.
The proportions of the symbol were different (it changed from 1/4th to
1/5th of the height).

Law #8 says «If the flag hoisted vertically the
emblem may be placed across the line of division. The blue-azure stripe is
left and green stripe is right.».

Law #14-OZ says nothing about vertical hoisting.

Does this mean that the vertical hoist variant is not legal anymore, or
was it simply forgotten when they made the new law? Or does the new law simply
adds to, or corrects, the previous law — meaning that what’s
unchanged remains valid?

Flag and coat of arms of Khanty-Mansi authonomous district were adopted with Law #8 “on coat of arms and Flag”, adopted by Duma (regional parliament) on September 14th, 1995; District Governor A. Filipenko confirmed the Law on September 20th, 1995. My translation:
Victor Lomantsov, 16 Mar 2000The flag of Khanty-Mansi authonomous district is rectangular field with the rectangular projection in the fly. The field is divided horizontally in blue-azure (above) and green (below) equal stripes. The fly part (fly selvage) of the flag is bordered with white stripe. There is a white element of coat of arms in the canton. Article 8
If the flag hoisted vertically the emblem may be placed across the line of division. The blue-azure stripe is left and green stripe is right.
- Height : whole length (with the projection ) = 1:2;
- Length of projection : whole length = 1:10;
- Width of white stripe : whole length = 1:20;
- Distance from hoist to the centre of emblem : whole length = 3:4;
- Length of emblem : whole length = 11:40;
- Height of the emblem : whole length = 1:8.
Law #14-OZ “on changes to Law on coat of arms and Flag”. This law was adopted by Duma on 29 november 1995, Governor confirmed the Law on 6 december 1995. It changes the article 8 of the previous law; my translation:
Nothing about vertical hoisting, nothing about “projection” in this Law. The proportions are new.The flag of Khanty-Mansi autonomous district is rectangular field. The field is divided horizontally in blue-azure (above) and green (below) equal stripes. The fly part (fly edge) of the flag is bordered with white stripe. There is a white element of coat of arms in the canton. Article 8
- Height : whole length = 1:2;
- Width of white stripe : whole length = 1:20;
- Distance from top to the centre of emblem : whole length = 1:10
- Length of emblem : whole length= 1:4;
- Height of the emblem : whole length= 1:10;
- thickness of lines in the emblem : whole length= 1:40.
Law #10-OZ “on changes to Law on coat of arms and Flag”. This
law adopted by Duma on 23 january 1998, Governor confirmed the Law on 10
february 1998. Several small and not-important changes in the text.

According to the Flags of Aspirant Peoples

produced by the Flag Society of Australia, the region flies
a white flag with a thin green stripe at the bottom.

of Aspirant Peoples [eba94] as:
