The flag was adopted on 18 July 2001. The two white hills in the canton
are canting elements ("kurgan" = "hill"). Ratio 2:3

On his page about Kurgan
flags, Yury Rocich displays the image of the flag of Kurgan city. The
source is Dmitry Ivanov, author of the flag of the city of
Shadrinsk (also in Kurgan oblast) but I don’t know
if he is also the author of the flag of Kurgan city.
Two variants are also available on this page but the official flag is the
first one (without the red stripe).

Here is an information about the flag of Shadrinsk. It was instituted
on June 17, 1999; author: Dmitry Ivanov. Flag description (article 13 of
«Regulations about
arms and flag of Shadrinsk»): «Flag of Shadrinsk city is a cloth of
sky-blue colour, with proportions 2:3. In the center of flag the image
of running marten (main blazon emblem of Shadrinsk) by ochre colour is
placed. The details of marten image are painted by red colour. The
height of marten image is equal to 1/2 of flag height. The reverse
side of flag represents a mirror reflection of its front side».

Dmitry Ivanov is not only the maker of the computer image above
but also the creator of the flag design itself; he also designed the
Kurgan regional flag.
